MANAGEMENT TEAM

Krsna “Carlos” Salazar, Chairman of the Board has been with PA-CAP since June of 2000 starting as an advisor working with the students at Wilkinsburg and Duquesne’s high schools. He has served as a retention specialist and an interpreter. He has an excellent background working in customer services before being appointed a branch manger for PNC bank, and has worked for the Gloria Jeans Coffee and Starbucks Company. He did his undergraduate studies at Point Park University and the University of Pittsburgh. He completed his graduate studies at California University of Pennsylvania where he earned a Masters Business Management and Technologies and a certificate of training in “The 7 Habits of Highly Effective People” by Stephen Covey.

Jeffrey D. Woodard, Executive Director, has served as an Assistant to Lieutenant Governor Catherine Baker Knoll, an adjunct professor at Robert Morris University and the Community College of Allegheny County. He has served on the City of Pittsburgh’s Aquatics Commission, as a fact-finder for the City of Pittsburgh’s Commission on Human Relations, and has worked for Reed-Smith, LLP and numerous other local companies. He serves as the Vice Chairman of the Board of Directors for Pittsburgh Young Preservation Association. He completed his undergraduate studies at Westmoreland County Community College, the University of Pittsburgh and Carlow University and graduate work at Point Park University where he earned a Masters in Business Administration and a Masters in Science in the Administration of Criminal Justice. He also attended California University of Pennsylvania where he received his certificate of training in “The 7 Habits of Highly Effective People” by Stephen Covey.

Robert Palmieri, Deputy Executive Director is a native of Pittsburgh Pennsylvania. He has worked in the educational field for several years as an adjunct professor at Utah State University. He also has worked as an environmental planner and designer in Freiburg Germany, at Syracuse University and for the City of Portsmouth Virginia. He has drafted many developments while working as an environmental analyst for several companies across the United States including Frontier Corporation in Providence Utah and Kleinke Associates in Delmar New York. He has been an integral part of PA-CAP’s efforts to develop assistance plans for the ten county region of southwestern Pennsylvania, responsible for all advisors and interns in each county. He attended Albert Ludwig University in Freiburg Germany, Louisiana State University and earned a bachelors degree from the University of Pittsburgh and completed his master’s degree at Syracuse University.

Brandon C. Foley, Chief Operating Officer has worked in customer services for several years in the Kim Foley Contracting Corporation. He has worked in sales and customer services for The College Directory Publishing Corporation and the Citizens Financial Group. He has also worked for the Committee to elect District Judge Jerry Cartwright, as the Director of Public Relations, and the New Castle YMCA Social Connections. He has been an integral part of PA-CAP’s efforts to assist all 10 counties in southwestern Pennsylvania responsible for all advisors and interns in each county. He did his undergraduate work at the University of Pittsburgh where he was involved in numerous organizations and clubs, mainly in marketing and financial news.
